Certainly not! And that is the reason why duplicate content really is not penalized. Sure, it may not be given as much credit as wholly original content is, but in the end it certainly is not going to reduce your rankings down even the smallest bit. And it also is not a good reason to ignore SEO efforts!
Unless you happen to have a sure way of generating traffic in the long run, ignoring SEO is really one of the largest errors that you could ever make, even as part of a copy and paste system. In summary, organic traffic from search engines is the single biggest source of traffic on the internet – and if you are not tapping into it then you are going to be missing out!
